En los teatros antiguos, el arlequín era el que transitaba entre mundos: no rey ni vasallo, no juez ni reo. Su máscara distinguía persona de papel; su traje fragmentado hablaba de pluralidad; su ingenio, de independencia. Observaba el poder sin pertenecerle y, con insinuada lucidez, señalaba sus exageraciones.

Harlequin toma ese nombre con intención y gravedad: se propone existir como un marco independiente para la cooperación voluntaria, prueba de que la convivencia libre y ordenada es posible cuando la responsabilidad sustituye a la imposición. No busca la guerra con instituciones; se propone la alternativa ordenada: crear, por la práctica y la norma, un espacio donde la libertad y la responsabilidad se conjuguen sin confusión entre riqueza y mando.

In the old theaters, the harlequin was the one who moved between worlds: neither king nor vassal, neither judge nor defendant. His mask distinguished person from role; his fragmented costume spoke of plurality; his wit, of independence. He observed power without belonging to it and, with veiled lucidity, pointed out its excesses.

Harlequin takes that name with intention and gravity: it intends to exist as an independent framework for voluntary cooperation, proof that free and orderly coexistence is possible when responsibility replaces imposition. It does not seek war with institutions; it proposes the orderly alternative: to create, through practice and rule, a space where freedom and responsibility are joined without confusing wealth with command.

Harlequin es una infraestructura abierta y pública destinada a facilitar la cooperación voluntaria entre individuos soberanos.

Es herramienta técnica y social; no pretende erigirse en poder estatal, empresa privilegiada ni organización religiosa.

Sus reglas fundamentales son públicas, verificables y limitadas: su fin es habilitar intercambios y colaboración entre quienes libremente las acepten.

Harlequin is an open and public infrastructure intended to facilitate voluntary cooperation among sovereign individuals.

It is a technical and social tool; it does not seek to set itself up as state power, privileged enterprise, or religious organization.

Its fundamental rules are public, verifiable, and limited: their purpose is to enable exchange and collaboration among those who freely accept them.

El poder económico y el poder estructural son esferas distintas. La posesión, transferencia o acumulación de instrumentos económicos en Harlequin no confiere autoridad de gobierno ni facultades ejecutivas sobre la red.

Ningún activo económico directo ni delegado otorga por sí mismo capacidad para designar, destituir o sustituir funciones estructurales asignadas por reputación.

Economic power and structural power are distinct spheres. The possession, transfer, or accumulation of economic instruments in Harlequin confers no authority of government nor executive powers over the network.

No economic asset, direct or delegated, by itself grants the capacity to appoint, remove, or replace structural functions assigned by reputation.

Artículo III — Reputación como capital intransferible

Article III — Reputation as non-transferable capital

La reputación es capital no transferible, no vendible y no delegable; sus bases son la conducta, la contribución y la consistencia temporal.

Harlequin reconoce múltiples dimensiones reputacionales (técnica, comunitaria, ética y de antigüedad), cada una habilitante para funciones concretas.

La reputación podrá disminuir por conducta probada; su pérdida será proporcional, pública y sujeta a procesos transparentes de determinación y apelación.

Reputation is capital that is non-transferable, non-saleable, and non-delegable; its bases are conduct, contribution, and temporal consistency.

Harlequin recognizes multiple reputational dimensions (technical, communal, ethical, and of seniority), each enabling specific functions.

Reputation may decrease through proven conduct; its loss shall be proportional, public, and subject to transparent processes of determination and appeal.

Artículo IV — Libertad, responsabilidad y remedios

La libertad que Harlequin garantiza se ejerce bajo la exigencia de responsabilidad. La responsabilidad es la contrapartida de la posibilidad de actuar sin coacción.

Los errores honestos admiten reparación y reconstrucción de reputación; la conducta deliberadamente dañina será sancionada con proporcionalidad y con garantías de evidencia y defensa.

La exclusión permanente y sin apelación queda vedada salvo en casos de sabotaje deliberado y prueba incontrovertible.

The freedom Harlequin guarantees is exercised under the demand of responsibility. Responsibility is the counterpart of the possibility of acting without coercion.

Honest errors admit reparation and reconstruction of reputation; deliberately harmful conduct shall be sanctioned with proportionality and with guarantees of evidence and defense.

Permanent and unappealable exclusion is forbidden except in cases of deliberate sabotage and incontrovertible proof.

El software y las especificaciones que soportan Harlequin serán abiertos y accesibles. Las reglas esenciales —las que estructuran derechos, deberes y límites— se expresarán en documentos públicos y verificables.

No existirán mecanismos ocultos, puertas traseras o facultades no documentadas que permitan la intervención unilateral del sistema. Cualquier cambio técnico o de procedimiento será público y sometido a los procesos previstos.

The software and specifications that support Harlequin shall be open and accessible. The essential rules —those that structure rights, duties, and limits— shall be expressed in public and verifiable documents.

There shall be no hidden mechanisms, backdoors, or undocumented faculties that allow unilateral intervention in the system. Any technical or procedural change shall be public and subject to the established processes.

Artículo VI — Mercado y neutralidad económica

Article VI — Market and economic neutrality

Harlequin reconoce la libertad de intercambio: los participantes son libres para valorar, transferir y comerciar instrumentos económicos entre sí.

El marco institucional permanecerá neutral frente a las valoraciones de mercado. La red no intervendrá para manipular precios.

La neutralidad económica no exime a los agentes de su responsabilidad reputacional ni de la sujeción a las reglas internas.

Harlequin recognizes freedom of exchange: participants are free to value, transfer, and trade economic instruments among themselves.

The institutional framework shall remain neutral toward market valuations. The network shall not intervene to manipulate prices.

Economic neutrality does not exempt agents from their reputational responsibility nor from subjection to the internal rules.

Artículo VII — Limitación, rotación y descentralidad del poder

Article VII — Limitation, rotation, and decentrality of power

Las funciones estructurales —validación, supervisión técnica, roles de gobierno operativo— serán temporales y sujetas a rotación periódica.

Ninguna posición de autoridad será permanente por diseño. Los mecanismos de elección, remoción y rotación obedecerán criterios públicos, objetivos y verificables, orientados a impedir acumulaciones indefinidas de autoridad.

Structural functions —validation, technical oversight, operational governance roles— shall be temporary and subject to periodic rotation.

No position of authority shall be permanent by design. The mechanisms of election, removal, and rotation shall obey public, objective, and verifiable criteria, aimed at preventing indefinite accumulations of authority.

Artículo VIII — Neutralidad ideológica y límites éticos

Harlequin es una plataforma ética, no una doctrina política: no impondrá afiliación ideológica ni credo.

El uso de Harlequin para actividades manifiestamente criminales probadas será abordado conforme a los procedimientos técnicos y éticos públicos que la red establezca, con respeto a la evidencia verificable.

Harlequin is an ethical platform, not a political doctrine: it shall impose no ideological affiliation or creed.

The use of Harlequin for manifestly proven criminal activities shall be addressed in accordance with the public technical and ethical procedures the network establishes, with respect for verifiable evidence.

Artículo IX — Permanencia del Manifiesto

Article IX — Permanence of the Manifesto

Este Manifiesto constituye la declaración fundacional e irrenunciable de Harlequin. Sus principios fundamentales no son modificables por mecanismos internos que contradigan su letra o espíritu.

La única vía legítima para una modificación sustantiva de los principios fundacionales es la creación y adopción de una red independiente que se declare explícita y públicamente como sucesora (fork). No podrán presentarse cambios internos como «modificación del Manifiesto original» sin dicha separación explícita.

This Manifesto constitutes the founding and inalienable declaration of Harlequin. Its fundamental principles are not modifiable by internal mechanisms that contradict its letter or spirit.

The only legitimate path for a substantive modification of the founding principles is the creation and adoption of an independent network that explicitly and publicly declares itself a successor (fork). Internal changes may not be presented as a "modification of the original Manifesto" without that explicit separation.

Artículo X — Interpretación y principio de buena fe

La interpretación de este texto debe privilegiar la literalidad y el propósito declarado: preservar la libertad individual, la transparencia y la capacidad de corrección institucional.

En caso de duda razonable, prima la lectura que favorezca la defensa de la libertad, la responsabilidad y la preservación del marco.

The interpretation of this text must privilege literality and the declared purpose: to preserve individual freedom, transparency, and the capacity for institutional correction.

In case of reasonable doubt, the reading that favors the defense of freedom, responsibility, and the preservation of the framework shall prevail.

Epílogo — Invitación a la responsabilidad

Quien se adhiere a Harlequin acepta derechos y deberes: participar con libertad, pero también cuidar la coherencia de la red; sostener la reputación como capital moral; usar la herramienta con honestidad y disposición a reparar. Harlequin no promete beneficio; ofrece un marco. El valor surge de la práctica colectiva.

Whoever adheres to Harlequin accepts rights and duties: to participate with freedom, but also to care for the coherence of the network; to sustain reputation as moral capital; to use the tool with honesty and a willingness to repair. Harlequin promises no benefit; it offers a framework. Value arises from collective practice.
